OVERVIEW

The Associate Chief Medical Officer is a key leadership role in the transformation of care delivery at BWHC in place to ensure the implementation of strategic priorities related to quality, safety, access, patient and family experience and efficiency can be met along the continuum of care.

The Associate Chief Medical Officer (ACMO) will have a matrix reporting relationship to the BWH CMO and to the BWHC COO. Professional reporting will align with the BWCH CMO and operational reporting to the BWHC COO. Approximately 75 percent effort will be associated with the Chief Operating Officer’s office and the remaining portion to the Chief Medical Officer’s office. Other professional, direct clinical care responsibilities will be formally administered outside of this role with the ACMO’s clinical department.

Responsibilities associated with the Chief Operations Officer’s office will include operational and clinical performance improvement programs across BWHC and in collaboration with the Partners HealthCare continuum of care. This individual will have the leadership capability and passion for creating sustainable performance improvement in quality, safety, efficient and effective use of BWHC assets, patient experience, and coordination along the continuum of care.

Responsibilities associated with the Chief Medical Officer will include professional and academic activities within BWH and in collaboration with BWFH, BWPO and Partners HealthCare System. Initiatives will be assigned by the Chief Medical Officer and may include but will not be limited to activities such as physician coaching, medical affairs, clinical integration, care management advisement, and advancing postgraduate training.

This individual will have a successful track record as a clinician, change agent and administrative leader at a large academic medical center.

RESPONSIBILITIES AND EXPECTATIONS

Population Health and BWPO Contracting

  • Lead the BWH and BCSI team in developing and implementing programs designed to meet the value-based care goals of the organization and the system, including Medicare and Medicaid ACO and commercial risk-based contract performance on total medical expense and quality, strategy and trend targets.
  • Manage BWPO quality and cost-effective initiatives with particular emphasis on managed care and pay for performance contract performance.
  • Set the direction of the BWPO Quality Incentive program for physicians.
  • Collaborate on design of funds flow and other incentive structures to support medical management goals and risk-based physician compensation.
  • Advocate on behalf of BWPO physicians with payers as part of the MGB contracting team.
  • Represent BH and the BWPO in developing and executing on Mass General Brigham (MGB) Internal Performance Framework (IPF) targets in alignment with value-based contract performance measures.
  • Work closely with BWPO CFO and team to understand payment reform efforts as they impact physician payments and lead implementation of programs to achieve financial success under payment reform.
  • Establish professional and personal credibility with clinical leadership, BWH physicians, multi-disciplinary care teams, BWHC management, staff, and Partners HealthCare leadership and management. Establish a leadership presence that is professional, progressive, and outcome and quality orientated.

BWH Strategy and Operations:

  • Chief Medical Officer (For Professional Matters and medical decision-making/Clinical Responsibilities)
  • Senior Vice President, Patient Care Services and Chief Nursing Officer (For Operations/Administration – Care Continuum Management)
  • Vice President, Inpatient Operations (For Operations/Administration – Inpatient Operations)
  • Vice President, Value-Based Care (For Operations/Administration – Value-Based Care/Population Health Management)
  • A significant portion of this role will incorporate inpatient operations and Care Continuum Management.
  • Work with Department Chairs, division leadership, and BWHC senior administrative leadership to cultivate accountability-establish and sustain key initiatives in patient flow and care coordination across the continuum of care.
  • Actively direct the development and implementation of key strategic initiatives related to BWHC strategy, including the following BWHC Strategic Objectives: High Quality and Safe Care, Delivering Care at the lowest cost possible, exceptional experience, improve health, and timely access.
  • Coordinate with network physicians and institutions to further clinical integration as related for programs in scope of responsibility.
  • Work collaboratively with the medical staff to address their issues, concerns, and expectations, and ensure their participation and involvement in programs and initiatives for which they have direct responsibility. Develop communication methods to create alignment for individual and care team efforts.
  • Utilize data and analyses to define key strategies and progress performance.
  • Promote stewardship through effective use of assets as well as developing infrastructure and programs to make appropriate asset utilization increasingly standard and systematic for the clinician community.
  • Develop BWHC alignment through shared goal setting and incentives for the programs in scope of responsibility.
  • Promote the maintenance of the highest ethical and behavioral standards on the part of all physician staff and employees.
  • As assigned, assume administrative responsibility for medical staff discipline in conjunction with the Department Chairs.
  • Actively lead and participate in Partners' system-wide initiatives, implementation plans, and performance monitoring, as assigned.

QUALIFICATIONS

  • A current unrestricted license to practice medicine in Massachusetts.
  • Certified by the American Board of Medical Specialties in his/her respective specialty.
  • Significant combination of clinical, academic, and administrative experience in a large academic medical setting.
  • A minimum of five (5) years of progressively responsible leadership in hospital setting or large health care organization.
  • Demonstrated relationship building and influence skills required to interact effectively with senior management and physicians on sensitive political and confidential issues.
  • Strategic and innovative thinker with proven ability to communicate a vision and drive results.
  • Ability to solve problems and execute on initiatives.
  • Ability to work collaboratively internally and externally. · Self-assured and results oriented.
  • Demonstrated ability to assess business needs, design and implement programs and evaluate results.
